Then maybe Moldaver's group is rogue element. Maybe the rest of the NCR (which is undergoing rapid upheaval) think's that part of their territory (which has now become a wasteland...somehow) isn't worth saving, while Moldaver and her men are trying to figure a way to bring it back. (It is the heart of the NCR after all).
I still think I'd take the word of Patches over a person like Maximus

I think alot of his acclaim is coming from Nerds and "Fallout" Fans who've just played the newer titles (which I think is understandable), and kind of have that mentality where they think Bethesda's heavily flanderised vision of the series is the true one.
Fuck, in DUST despite THE LITERAL worst thing that could happen, happening, the NCR outside the Mojave is doing fine (and the policy shift with the Followers of the Apocalypse getting more power, is a positive development)

Carey's Eggman is just Jim Carey acting like a hammy psychopath for an hour And is by far the best parts of the movies (not to say there bad, I enjoy watching them with my sister ) So he probably enjoys being let loose
Idris, Keanu, and Jim fucking Carey being attached to Sonic is hilarious too
I think Carey loved being Eggman so much, he broke his retirement. And Idris would rather be Knuckles then James Bond
