If we mean non-political geographic regions, then it’s hard to say. The Great Forest/Chorrol region is probably up there if you don’t mind trees, but it still has quite a lot of hills. You don't need skilled artisans for the labor of mining, of which Markarth shows us. And I’m OK with that, the ore and money is more important than worrying about Cyrodiil getting something Skyrim already has an abundance of.
